Staff Attorney is responsible for researching, analyzing, and synthesizing both civil and criminal legal matters. This position is responsible for a voluminous case load. This position handles confidential and sensitive issues requiring a high degree of discretion and diplomacy.
Staff Attorney Responsibilities:
- Responsible for representing Clerk’s Office in both civil and criminal (related to criminal bonds) litigation, and for monitoring and handling tax deed sales surplus applications. This includes conducting in-depth legal research and high-quality draft memorandums and pleadings.
- Assists with Chapter 119 public records compliance.
- Assists General Counsel in performing legal research and preparing opinions on various legal issues impacting the Clerk's office.
- Assists General Counsel in preparing, reviewing, and revising contracts, leases, pleadings, and other legal documents.
- Assists General Counsel with monitoring legislative issues impacting the Broward Clerk of Court.
- Researches responses and attends court hearings.
- Maintains professional communications to management employees, external agencies, and individuals as needed to coordinate work activities.
- Exercises confidentiality and discretion in processing matters of a sensitive and confidential nature.
- Performs work outside and beyond normal working hours during times of critical deadlines and projects and other time-sensitive duties
Job Requirements:
Knowledge, Abilities, Skills:
- Knowledge of municipal, county, state, federal, common law, and constitutional law affecting the county government.
- Knowledge of judicial and administrative procedures and rules of evidence.
- Considerable knowledge of county ordinances and charter provisions relating to the authority and functions of county departments.
- Knowledge of established precedents and sources of legal reference applicable to municipal activities.
- Knowledge in preparing civil law cases.
- Knowledge in analyzing and preparing a variety of legal documents.
- Knowledge in researching legal problems and in preparing legal opinions.
- Ability to express ideas clearly and concisely, both orally and in writing. Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of organization Ethics and Conflict of Interest policies.
- Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, religion, age, sex, disability, political affiliation or sexual orientation
Required Experience:
- A juris doctor degree from an accredited law school, membership in good standing with the Florida Bar, and at least three years of experience as a member of the Florida Bar.
- Demonstrated and exceptional verbal and written communication skills as well as high attention to detail are required.
- Litigation experience also required.
- Local government experience prefer

Accounting Clerk Responsibilities:
- Posting to financial records, examining financial records, and reconciling financial accounts, including payroll and agency fund accounts.
- Receiving, verifying, and receipting daily cash and checks transmitted from various operational divisions to the finance division.
- Preparing daily deposits to the correct bank accounts.
- Preparing Excel spreadsheets allocating deposit amounts to the correct fund disbursement codes; for example criminal fines, traffic fines, civil fees, and various other trust and agency accounts.
- Preparing daily grand totals; securing and preparing bank deposit bags for armored car pickup.
- Verifying and reconciling daily activity logs and reports from various locations.
- Verifying documents supporting cash and surety bonds, foreclosure deposits, court ordered restitution payments, locates partial payments or deferred payments from both the criminal and civil divisions, and opens or updates electronic records for each payment.
- Preparing and reconciling monthly balances of various trust accounts following statutory guidelines.

- Receiving paperwork authorizing payments and refunds from various operating divisions.
- Verifying paperwork; preparing preliminary cash requirements from the appropriate bank accounts; updating appropriate electronic files and financial systems; and distributing checks accordingly.
- Preparing monthly and quarterly reconciliations for county and state agencies as required by law.
